The government programs plodded on as they had for decades, never allowing the workers to offer up their forethoughtful ideas for beneficial change, but continuing to let their managers second-guess projects that had gone bad for lack of relevant input, and offering up plaudits to upper management on an annual basis at the primaveral event which was held to recognize the past year’s achievements.

Here I am, soaked through from the rainy, primaveral weather -- not forethoughtful enough to receive plaudits for bringing an umbrella and wearing boots, but prepared to hear my friends second-guess the reason for my forgetfulness.
