Attempts to resolve the Quandary:

With nary a vote to solve the deficit but unceasing blather about the Republicans draconian efforts to do so, the Senate Democrats failure to pass a budget for four years was masterful inactivity, and, while they avow the bill cutting their salary until they passed a budget did not pertain, it may have been too himalayan a task to return to their spouses announcing they were now unpaid volunteers.

Faced with a himalayan accumulation of unfinished business, and fondly imagining that a decline in the state of the union might reflect poorly on their hated President, the leaders of Congress pursued a policy of masterly inactivity and blathered incessantly about matters that pertained to the national interest not at all.  (by Gravely)

A more himalayan period of masterly inactivity in history is not known to me; whether they should or not, Republicans manage to cause Congress to blather about minutia rather than professionally discuss the appropriate duties for which they are well compensated, such as those that pertain to - Oh, I don't know - a well-thought-out budget or perhaps investment in the betterment of our nation and its children.
