Quandary Resolution 1367
El Nino, palliate, guttersnipe, indemnity
The ENSO (El Nino-Southern Oscillation) climate pattern having resulted in drier than normal conditions in south-central Africa, all the thirsty little guttersnipes from the Old Naledi slum of Gaborone were attempting to palliate their misery by throwing rocks at a passing motorcade, although they had no idea whose it was (the Secretary of Water Affairs from the Ministry of Minerals, Energy, and Water Affairs, as it happened), but simply required revenge and indemnity for the loss of their parents to AIDS and their childhoods to drought and famine.
