Some non-elected quango committee, rubber-stamped by a faceless government department, has simply run amok, proposing without so much as a by your leave that now is absolutely the most auspicious time to begin replacing all our treasured analog radios with new-fangled digital, blithely asserting that this will put an end to sferics and other undesirable interference (apart from theirs) once and for all.
