The Ruritanian military's outsourcing of all meteorological surveillance to a sferics research quango seemed an auspicious move (considering the private sector's faster adoption of new forecasting technologies), but when marines started showing up for battle in rain-gear on sunny (and distinctly nonpluvial) mornings, it was clear something had run amok.
