The cognoscenti in public office, or at least those educated liberals who had taken over the government after a long nickel-and-dime campaign to increase their numbers in parliamentary and cabinet posts, thought that they would be able to enfranchise the masses to participate in the democratic process, so they were quite taken aback by the mobs of fanatics opposed to anything new or outside the bounds of their own strict religious tenets who began to gather in front of the polling places to discourage – or actually larrup – anyone who dared to cross the threshold to vote.
