According to the cognoscenti, the standard practice in 19th-century New York elections was to enfranchise hordes of transients and larrup them into casting multiple ballots for certain candidates, thus nickle-and-diming the voting to an overwhelming (and totally fraudulent) majority; and it was in this way--or so the story goes--that a Basset hound named "Alistair Dewlap" became the ward boss of Queens for almost two years, during which time it is said the dogs in that particular borough had it uncommonly good.
